OFFICER INVOLVED SHOOTING

On September 30, 2002, at approximately 5:16 a.m., the Sacramento Police Department responded to 101 Nedra Court regarding a car-jacking that just occurred.  Upon arrival the victim advised officers he was inside his garage next to his vehicle when a Hispanic male adult pointed a silver handgun at his head and demanded money.  The victim did not have any money to give the suspect.  The suspect then pushed the victim aside, got into the victim’s vehicle and fled.   The responding officers immediately broadcasted information to officers in the area.

At approximately 5:32 a.m., a two-officer marked patrol unit saw the suspect vehicle in the area of Florin Road and South Land Park Drive.  The uniformed officers followed the vehicle waiting for additional officers to arrive. The vehicle turned onto 58th Ave and stopped.  The officers, believing they were committed to the stop, began to exit their police vehicle when the suspect vehicle indicated that it was going to flee the scene.  The officers got back into their police vehicle when the suspect placed his vehicle in reverse.  The suspect backed toward the officers' vehicle at a high rate of speed, causing the tires to lose traction.   Fearing for his and his partner’s life, who was still in the police vehicle, the passenger officer fired several rounds into the suspect’s vehicle.  The suspect vehicle rammed the police vehicle with such force that both air bags deployed.  The suspect vehicle forced the parked police vehicle approximately 8-10 feet backwards.  Due to the fact that the officers were unable to make verbal contact or clearly see the suspect, a perimeter was set up and additional resources were requested.  Additionally, there was a concern that the suspect may be possibly lying in wait.   SSD SWAT team personnel approached the vehicle and found an unconscious male Hispanic adult inside the vehicle.  Sacramento Fire Department Personnel declared the suspect deceased at the scene from an apparent gun shot wound. Preliminary investigation revealed a chrome “replica” handgun located in the suspect’s jacket pocket.  Additionally, suspected narcotics were located in the suspect’s pants pocket.

The suspect was identified as: Jesse Ortiz- D.O.B.- 04-23-77.  Records checks indicate that he was a “parolee at large”.

SSD SWAT was utilized because the SPD team was out of town training.

The officer involved in the shooting is a four-year veteran of The Sacramento Police Department and a field training officer.

In accordance with Department procedures, the circumstances surrounding this incident will be investigated by the Department’s Homicide Assault Unit, and Internal Affairs Division; the Sacramento District Attorney’s Office; and the City’s Office of Police Accountability.  As a matter of policy, the officer will be placed on paid administrative leave.
