Alarm Permit

Revised Alarm Ordinance [EFFECTIVE OCTOBER 1, 2012]

On June 26th, 2012, the City of Sacramento adopted a revised alarm system ordinance to help reduce false alarm response to automated burglar alarms.

Alarm User Permits for Residences & Businesses

If you are planning to install or currently have an alarm system in your home or business, you must have a valid alarm user permit on file with the False Alarm Reduction Unit.

The cost of an annual residential or business alarm user permit is $30.00.

To begin the application process for an alarm permit, please complete, sign and remit the Alarm User Permit Application along with a $30.00 check payable to the Sacramento Police Department to:

Alarm Company Permits

Alarm companies engaged in alarm business in the city must have an Alarm Company Permit on file with the False Alarm Reduction Unit. Alarm companies are also required to submit copies of their State of California Alarm Company Operator's License and City of Sacramento Business Operations Tax (BOT) certificate along with their application.

The cost of an annual alarm company permit is $30.00.

Alarm Response

The SPD will implement the following methods to reduce false alarms:

Enhanced Call Verification
All City of Sacramento residents and businesses are automatically placed on enhanced call verification.

Before an alarm company can request a public safety officer respond to an alarm signal, the alarm system monitoring company is required to make at least two separate telephone calls to determine whether the alarm signal is valid or false.

One telephone call shall be to the premises where the alarm system is located.

A second telephone call shall be made to an alternate telephone number designated by the alarm user for this purpose.

A police unit will respond only if an alarm activation is confirmed and the above criteria have been fulfilled.

Full Alarm Verification
The SPD will require Full Alarm Verification after three confirmed false burglar alarms, when an alarm user fails to respond within 30 days to a "Notice of No Permit on File" correspondence, or if false alarm fees are not paid within 120 days of notification. If an alarm user is placed on Full Alarm Verification an alarm company or alarm user must confirm a burglary or attempted burglary by physical observation of the premises or by remote inspection (i.e., video/audio).

Confirmation can be made by:
  • The alarm user
  • The alarm company
  • Other person at or near the scene of activation
  • A private guard responder

If placed on Full Alarm Verification, a police unit will respond only if an alarm activation is confirmed and the above criteria have been fulfilled.

Police Response without an Alarm Permit on File

If the alarm activation is reported and confirmed using Enhanced Call Verification and an active alarm permit is not on file, a police unit will be dispatched. Subsequently, a "No Permit on File" correspondence will be mailed to the property requiring the completion of an application and the remittance of an annual permit fee. If the application and fee are not filed within 30 days a "Notice of Delinquent Alarm Permit Application" correspondence will be sent to the property and the property will be placed on Full Alarm Verification.

The following fee schedule will apply to false alarm responses by the SPD within a 12-month rolling period:

Alcoholic Beverage Control (ABC) Permit

The City of Sacramento has 959 ABC-licensed establishments (656 are on-sale and wholesale, and 303 are off-sale and special license), with more than 43 percent of all licensed businesses located in the Downtown core. Over many years, the Sacramento Police Department has developed an effective and successful relationship with the local Alcoholic Beverage Control (ABC) office and its investigators. Carry Concealed Weapon (CCW) License

California's CCW is a license to carry a concealed firearm on your person in public subject to restrictions placed upon it by statute and the issuing department. The law allows a person to keep a firearm in his or her home and/or at a place of business owned by him or her without a CCW permit.

Entertainment Permit

Information on applying for an entertainment permit is available on the City of Sacramento Code Enforcement Division website. The Entertainment Permit staff can be reached at (916) 808-3535 or via e-mail at entertainpermits@cityofsacramento.org. The non-refundable fees are $1,428 for a new two-year permit and $743 for a two-year renewal. For a Special Entertainment permit, the non-fundable fee is $702. Also, all applicants must be fingerprinted by the Sacramento Police Department.
