Identification and Arrest of Nor-Cal Rapist

This press release is a summary of the facts known at this time, as these incidents are actively being investigated.  The information contained in this press release is subject to change.  Additional details will be released as they become available.

On September 20, 2018, at approximately 8:00 a.m., Detectives from the Sacramento Police Department arrested 58-year-old Benicia, CA resident, Roy Charles Waller, in the city of Berkeley, CA.

Waller was linked by DNA as a positive match for the DNA profile of the Nor-Cal Rapist and linked directly to a sexual assault that occurred in October 2006 in the city of Sacramento.

During a press conference held this morning, Sacramento Police Department Chief of Police Daniel Hahn and Sacramento County District Attorney Anne Marie Schubert, along with many other law enforcement officials and prosecutors presented several details of these cases.   To view this press conference, please visit Sacramento Police Department on Facebook or Twitter @SacPolice.

Although some of these cases are close to 28 years old, this is still a very active investigation involving many different agencies. Detectives and Forensic Investigators have worked diligently throughout this investigation to process evidence, conduct extensive follow-up, and gather new information regarding these crimes.  This has been a collaborative effort with the Sacramento County District Attorney’s Office to bring justice for the victims and those significantly impacted by these crimes.

The Sacramento Police Department is requesting anyone with information regarding these crimes or if you are a victim of a similar crime which was not reported, to call a designated SPD tip line at (916) 808-1SPD (1773).

The Sacramento Police Department encourages any witnesses with information regarding these sexual assaults to contact the dispatch center at (916) 808-5471 or Sacramento Valley Crime Stoppers at (916) 443-HELP (4357).  Witnesses may also submit an anonymous tip using the free “P3 Tips” smartphone app.  Callers can remain anonymous and may be eligible for a reward up to $1,000.
